It is highly discriminatory, as people of color statistically have far worse outcomes.

It is highly rationed, as services and drugs, especially newly developed ones, are often in short supply.

It is difficult to navigate, as providers of services must act as reluctant gatekeepers, administering services at their godlike discretion.
